Air Force Migration to Standard Desktop Configuration (SDC)

Summary

The United States Air Force is accepting proposals to design and develop a course of action plan to migrate all computers connecting to both the NIPRNet (unclassified) and SIPRNet (classified) network. The purpose of this proposal is to provide information to all candidates with the requirements set by The Department of Defense (DoD) to implement a process for all Client Support Administrators (CSA) with the information technology tools necessary to successfully migrate all computers with Standard Desktop Configuration (SDC). Implementing SDC will establish a uniform and secure desktop environment in order to stay one step ahead of all cyberspace computer hackers and provide an additional layer of added protection for all computer users, thus heightening their security settings. The goal for the Air Force is to request for a proposal that will reduce vulnerabilities to malicious activities from hackers.


Guidelines and Requirements

This RFP is open to all government approved contractors willing to respond with the following guidelines and requirements:
  • The United States Air Force will assume full responsibilities for the physical migration of all computers on the NIPRNet and SIPRNet once the RFP has been approved.
  • The proposal must contain the signatures of all approving officials from The Department of Defense (DoD).
  • A detailed price quote is required to include all charges and additional fees required to successfully migrate all Air Force computers to SDC.
  • Proposals received after March 31, 2007 11:59pm EST will not be considered or returned.

Terms of Agreement

The Department of Defense (DoD) will negotiate all contract terms on behalf of The United States Air Force with the selected government approved contractor proposal. Once the proposal has been approved, both parties must sign said contract and abide by all terms of agreement set forth by The Department of Defense (DoD).


Timeline

  • Proposal responses are due by March 31, 2007, 11:59pm EST.
  • The Department of Defense (DoD) will decide upon a candidate by April 30, 2007.
  • Upon selection of the approved contractor, negotiations will begin immediately.
  • All eligible candidates not selected will be notified by mail.
  • All computers on the NIPRNet must be migrated to SDC by December 31, 2007
  • All computers on the SIPRNet must be migrated to SDC by December 31, 2008

Budget


The Department of Defense (DoD) has allocated $30,000 for this project. All proposals submitted within the time frame must not exceed this allocation with no exceptions, or else the proposal will be declined without confirmation.

A detailed budget plan is required for each proposal to include the following:
  • Requirements
  • Planning
  • Site Survey
  • Beta Testing
  • Software Deployment

Evaluation Criteria


The Department of Defense (DoD) will use the following criteria to evaluate all proposals for The United States Air Force (USAF) "Operation Standard Desktop Configuration (SDC)" project.
  • All proposal recommendations meet the above criteria listed in this RFP.
  • The approved proposal will be within The Department of Defense (DoD) budget plan.
  • Approved proposal must include a suggested completion date.
